Download rights for all on template documents

To create new documents we use templates in which our employees need to work (such as ppt, Excel, Word files). Sadly, you either have download rights for all documents or if you are the owner of pertical documents. It would realy help if you can apoint these right per account on a certain file location or certain documents such as these template documents.
