Manage Attachments Permissions

It would be beneficial if we could have more granular control over permissions with attachments. Right now, a user needs to have explicit "Delete" permissions on an analysis set to be able to delete an attachment. This is problematic as we almost never give end users the ability to delete a result/record. However, some users should be able to delete attachments that were added in error or duplicates. Not having a more granular control on these permissions puts more burden on our system admins.
