Split out the Delete function for Test records separate from Alarms

Right now, if you have delete test capabilities you can also delete alarms. We need to separate these 2 functions. We need to provide a user capability to delete a test, but we do not want them to be able to delete alarms. I would like to see these 2 functions split out. They are under different tabs, so it would make sense that they would be separate.
