Access Restriction Enhancements

For access restrictions to be truly useful and manageable, we need the ability to either choose more than 1 group when setting up the conditions of the rule or we need to be able to add a user to more than one group. Right now with multi-site deployments creating appropriate access restrictions requires many rules (# of sites * # of groups that need restrictions).
