Modification procedures (Change of document owner doesn't change in a started proposal??)

Good morning, If a modification procedure has been started and in the meantime the Approval team or document owner changes, these will not be changed in the ongoing modification procedure. This means that unnecessarily documents remain open because they cannot be approved because they cannot be changed. Can this be resolved?
